简要规则描述：为全面提升为老服务阵地效能，盘活各类为老服务资源，提升为老助老服务的质量和水平，现拟开展社区养老服务设施2025年度一体化运营项目。（具体详见第三章采购需求书）
Brief Specification Description: In order to comprehensively improve the efficiency of the service position for the elderly, revitalize all kinds of service resources for the elderly, and improve the quality and level of services for the elderly, it is now planned to carry out the integrated operation project of community elderly care service facilities in 2025. (For details, please refer to Chapter 3 Procurement Requirements).
合同履约期限：本项目采购预算所涵盖的服务期限为2025年04月03日起至2026年04月02日。本次采购工作完成前由原服务单位继续履行服务，在此期间所产生的相关费用，待项目采购完成后由成交供应商按成交价折算支付给原服务单位，费用按成交总价/365*原单位服务天数计算。
The Contract Period: The service period covered by the procurement budget of this project is from 2025-04-03 to 2026-04-02Day. Before the completion of the procurement work, the original service unit will continue to perform the service, and the relevant expenses incurred during this period will be paid to the original service unit by the transaction supplier according to the transaction price after the completion of the project procurement, and the cost will be calculated according to the total transaction price/365 * service days of the original unit.

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Policies to support small and medium-sized enterprises: This project is not specially for small and medium-sized enterprises to procure, and small and micro enterprise products enjoy a 10% price discount during the review. (2) Supporting welfare units for the disabled and treating them as small and micro enterprises;
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own names);
(4) Subcontracting is not allowed for this project.
