简要规则描述：为贯彻落实《中国（上海）自由贸易试验区临港新片区国土空间总体规划（2019-2035）》的精神，对临港新片区进行更深层次、更高水平、更全方位的城市综合开发管理，完善城市规划设计过程中精细化管理环节，引导临港新片区建筑风貌突出开放性和国际化、突出未来感、突出滨海城市风貌塑造，城市建设需对重点开发区域的整体风貌进行统一管控，通过建筑风貌评价标准可有效加强城市规划与建设的实操性。在管委会相关部门的指导下，组织专家对重点建设项目召开风貌专项评审会议，出具评审报告；开展建设项目建筑风貌评价。针对临港新片区在建、建成项目，进行及时跟踪与建筑风貌评价，纠正项目落地过程中产生的风貌偏差；编制建成项目建筑风貌评价报告，对后续项目建设形成指导；日常参与管委会重点建设项目研讨工作，提供有效的技术支撑。

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：1、满足《中华人民共和国政府采购法》第二十二条规定；
2、近三年未被列入“信用中国”网站(******)失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网(******)政府采购严重违法失信行为记录名单的供应商；
(b)Qualification requirements to be met to implement government procurement policies: 1. Meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; 2. Suppliers who have not been included in the "Credit China" website (****** gov.cn) list of dishonest persons subject to enforcement, the list of parties involved in major tax violations, and the China Government Procurement Network (****** gov.cn) list of records of serious illegal and dishonest behavior in government procurement in the past three years;
(c)本项目的特定资格要求：（1）具有独立承担民事责任的能力及相应的履约能力；
（2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
（3）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
（4）本次采购不接受联合体响应，不允许合同转让与分包；
（5）本项目非专门面向中小企业采购。
